Kazakhstan’s prime minister discusses aviation with ICAO chief
Olzhas Bektenov met Juan Carlos Salazar in Astana during Aviation Security Week.
On 21 October, Prime Minister Olzhas Bektenov met International Civil Aviation Organization (ICAO) Secretary General Juan Carlos Salazar in Astana. Salazar was visiting for Aviation Security Week; the government describes it as the first official visit by an ICAO Secretary General to Central Asia.
They discussed flight safety, airport and air-navigation upgrades, wider international routes and aviation hubs. The government cited a 95.7% ICAO aviation-security assessment score and said Kazakhstan’s airports handled 31.8 million passengers in 2025.
The meeting also covered a civil aviation master plan under development through 2050. Both sides affirmed their intention to deepen cooperation. The announcement did not say that the plan had been adopted or that new binding commitments were signed.
