Yandex outage in Kazakhstan: local data servers cannot keep every service online

Following disruptions to ride-hailing and delivery, the ministry says servers holding Kazakh users’ personal data are operating normally. Why does that not guarantee the entire platform will work, and what remains unknown? Yandex service disruptions on October 11 affected users in several countries. Yandex service disruptions on October 11 affected users in several countries. In Kazakhstan, the outage prompted questions about the local servers holding personal data. The Ministry of Artificial Intelligence and Digital Development said those servers are located in the country and are operating normally.

Where is the dependency?

The ministry explained that local storage does not make the whole platform autonomous. Some components needed for ride-hailing and delivery are located outside Kazakhstan. If one of those components becomes unavailable, an app can fail even while its local data server works. Keeping data in-country and keeping a service online are separate engineering tasks.

The ministry said the company was working to restore services and that it was coordinating with infrastructure organisations. Its reported statement did not identify the exact technical cause or provide a full restoration deadline. Claims about a particular failed component would therefore be premature.

Why it matters

Everyday services rely on distributed infrastructure. Resilience requires fallback routes, clear customer communication during incidents and tested recovery plans. Their actual performance can be judged when the company publishes a technical account of the disruption.
