
eGov Mobile reaches 13.2 million users: how much of Kazakhstan’s public services are now on a phone?
The digital ministry says eGov Mobile has 13.2 million users and more than 1,100 services. Its monthly audience, digital-document uses and QR signatures are separate measures; we explain what each says about real access to public services.
Kazakhstan’s Ministry of Artificial Intelligence and Digital Development said on 9 October that eGov Mobile had more than 13.2 million users and offered over 1,100 government services and features. The first figure is a cumulative audience, not a daily active-user count.
Usage matters
The ministry reports 7.5 million monthly active users in 2026, up from 272,000 in 2019. More than 20 million government services have been obtained through the app this year. Digital documents have been accessed over 600 million times since launch, while QR signing has been used about 80 million times. These counters cover different periods and do not add up to unique people.
The service began as mGov in 2012 and was renamed eGov Mobile in 2019. Biometric identification, digital documents and phone-based signing followed. The newer eGov GPT feature guides users toward relevant services; the ministry says it covers more than 50 services and has received over 150,000 requests.
The practical benefit is completing some everyday tasks without a visit to a public service center. But a service appearing in a menu is not proof that everyone can complete it easily. Completion rates, waiting times and accessibility across devices are better tests of quality.
