EU extends its autonomous ISIL and Al-Qaeda sanctions regime until 2027

The Council renewed restrictions until 31 October 2027; the existing autonomous list covers 15 people and eight groups.

The Council of the European Union renewed its autonomous restrictions against ISIL/Da’esh, Al-Qaeda and associated persons and entities on 26 October. The measures were extended for another year, until 31 October 2027.

The Council said the current autonomous list covers 15 people and eight groups. Listed subjects face asset freezes, while individuals also face a travel ban to the EU. EU persons and entities are prohibited from providing them with funds, financial assets or economic resources.

This framework complements rather than replaces UN Security Council sanctions. The EU has been able to impose its own measures under this mechanism since September 2016. The development announced now is the renewal of an existing regime.

The figures should not be interpreted as 15 newly added individuals: they describe the current list. In announcing the extension, the Council emphasised action against the financing and organisation of terrorist attacks. The announcement concerns an EU legal decision, not a reported military operation or arrest.
