UNICEF urges stronger protection of children at Security Council debate

Catherine Russell’s 26 October remarks presented cumulative verified violations and called for protected humanitarian access.

UNICEF Executive Director Catherine Russell addressed the UN Security Council on 26 October at a meeting marking thirty years of the children-and-armed-conflict agenda. She called for support for verification mechanisms, assistance to survivors and political efforts to end wars.

Her figures put UN-verified grave violations against children above 430,000 since 2005, including more than 38,000 in 2025. These are violations, not a count of individual children killed: a child can experience multiple violations. Russell emphasised that verified records do not capture the full scale of harm.

She also cited more than 220,000 children released from armed forces and groups over the course of international efforts, and over forty agreed action plans. Those cumulative achievements do not establish that current threats have disappeared.

UNICEF’s demands include ending grave violations, protecting humanitarian access and sustaining monitoring and assistance funding. Russell separately raised digital recruitment and new military technologies. The news event is her 26 October address and the demands it contains; the statistics refer to the stated multi-year periods and 2025, not to a single day.
