Kazakhstan's heating season: networks are 99% ready, but Semey remains under special watch

The government reports 99% readiness of heating networks and says heat is already flowing in five regions. Plants hold 4.9 million tonnes of coal and 127,000 tonnes of fuel oil, but Semey has completed only 82% of its plan, showing why local gaps matter more than a national average.

Where heating has started

The heating season has begun in the Pavlodar, Akmola, North Kazakhstan, East Kazakhstan and Kostanay regions. Central, western and eastern regions are expected to start by the end of the week. The government ordered authorities to connect kindergartens, schools, hospitals and clinics first.

Timing depends on more than outdoor temperature. Energy operators need readiness certificates, while networks must be repaired, flushed and pressure-tested so weak points are found before continuous winter demand.

What 99% readiness means

Official figures say 374 of 377 kilometers of heating networks are ready. Repairs have been completed on 17,000 kilometers of power lines and work is nearing completion at four substations. Plants hold 4.9 million tonnes of coal and 127,000 tonnes of fuel oil.

The percentage measures completion of a work plan; it does not guarantee a failure-free winter. Repair quality, spare equipment, emergency response time and the fuel stock at each plant remain critical.

Why Semey is singled out

Semey has completed 82% of its readiness plan and remains under special supervision. That is 17 percentage points below the nationwide network figure. Residents need clear information about unfinished work, the contractor responsible and the acceptance deadline.

Petropavl has reconstructed three major heat lines and continues flushing and pressure tests. Stepnogorsk started heating on 25 September; neighborhood networks are ready while work on the trunk network continues.

What residents can check

After heat is switched on, residents can check whether radiators warm evenly, whether valves work and whether there are leaks. Problems inside a building go to its management organization; missing supply parameters at the entry point go to the heat supplier or city service. Keep the request date and ticket number.

The meaningful test comes with the first sustained frost: how many outages occur, how quickly they are repaired and whether social facilities stay warm. The headline figure is high, but the remaining three kilometers and local delays will determine reliability.
