Heating reaches 11 regions, but Semey fell behind: Kazakhstan’s winter readiness test

Kazakhstan’s heating season has begun, but the government’s description of a generally orderly start has an important exception. At its 6 October meeting, it said heat had reached 11 regions. Abai Region, however, had not met the 1 October deadline for preparing its networks. The prime minister ordered disciplinary action against the deputy regional governor responsible for delays in Semey.

Where connections will come later

Almaty, Shymkent and southern and western regions are due to connect heat according to local schedules and weather conditions through the end of October. A later start there does not itself mean a breakdown. The timing for a particular building also depends on local decisions and the condition of its internal system.

What matters after the switch-on

Prime Minister Olzhas Bektenov told regional authorities to restart heating-season coordination teams, inspect heat sources and networks, maintain fuel reserves and keep backup equipment ready. He also called for monitoring coal availability and stable prices for households.

For residents, the date of an official launch matters less than the temperature indoors once a building is listed as connected. Cold radiators should be reported to the building manager and local emergency utility service: the fault may be in the main network or inside the property. In Semey, the next test is a verified completion date for the delayed work.
