15,800 migration violations: who was affected by Kazakhstan’s checks?

Police released results of an operation held on 5–16 October. Stay, work and host notification rules are different issues.

Kazakhstan’s Interior Ministry reported on 19 October on its “Illegal” migration enforcement operation, conducted from 5 to 16 October. It said officers identified more than 15,800 violations of migration rules. Checks covered places where foreign nationals live, construction sites, markets and employers using foreign labour.

The headline total combines different types of cases: rules of stay, work authorisation, employer permits and timely notification of a foreigner’s arrival. The ministry listed 7,595 stay-rule violations, 3,899 illegal-work cases, 815 employer permit violations and 3,533 late notifications. These categories should not automatically be read as a count of distinct people: legal grounds and responsible parties differ.

Employers and hosts should check document and notification deadlines in advance; foreign workers should confirm the conditions of their status and permitted work. The ministry also reported 2,243 court decisions ordering expulsion and 236 expulsions actually carried out. Those are separate stages of a process. A recorded administrative violation should not be described as a criminal conviction.
