Kazakhstan Targets $1.5 Billion in Oilseed Exports: The Raw-Material Test

Kazakhstan’s agriculture ministry has set a $1.5 billion export target for oilseed products by 2028. Revenue rose from $247 million to $1.232 billion over five seasons. The key test is whether raw materials and processing capacity can support the next step.

Kazakhstan aims to raise exports of oilseed and vegetable-oil products to $1.5 billion by 2028, the Agriculture Ministry said on October 12. It places the current level at roughly $1.232 billion, up from $247 million five seasons earlier. The new figure is a target, not an accomplished sale.

The country’s oil-processing plants have combined capacity exceeding 5.2 million tonnes a year. The ministry says the sector accounted for 27% of processed agricultural exports in 2025. Exports to China increased more than 3.7-fold over the past three seasons, and Kazakh products now reach more than 20 countries.

A constraint remains: processors need more raw material than domestic producers currently supply. Sunflower acreage has grown 2.3 times since 2021 to 2.2 million hectares in 2026, yet that gap persists. The processors’ association plans to more than double refining capacity by 2028. To judge whether the export push creates lasting value, watch actual output of packaged oil, plant utilization, domestic consumer prices and farm incomes alongside the headline dollar figure.
