Sudan: UN warns Security Council of civilian attacks and stalled peace efforts

A new Security Council briefing describes fighting in Kordofan and Blue Nile, risks to civilians and efforts to secure a humanitarian truce.

UN Under-Secretary-General Rosemary DiCarlo told the Security Council on 16 October that Sudan’s war continues to break down basic services and deepen the humanitarian crisis. Fighting has been particularly intense in North and South Kordofan and Blue Nile.

DiCarlo said drone and air strikes threaten civilians far beyond the front lines. She described deaths at a displacement camp, near an artisanal gold mine and at civilian sites including schools and a shelter. Individual incidents still require independent investigation; the UN did not say that every case has been conclusively resolved.

The diplomatic track

Secretary-General’s Personal Envoy Pekka Haavisto remains in contact with the parties, seeking confidence-building steps and a humanitarian truce. No breakthrough has been announced. The immediate measures of progress are whether aid can reach people safely and whether attacks on civilian sites decrease.
