Thailand weighs simpler childcare registration alongside stronger quality safeguards

UNICEF and the ministry are studying how private providers can register more easily without weakening care standards.

UNICEF said on 14 October that it and Thailand’s Ministry of Social Development and Human Security are working to improve access to quality care for young children. During a visit to Ubon Ratchathani, private providers described difficulties with registration, staffing requirements and keeping services affordable for families.

Two problems to solve together

An overly difficult route into the formal system can leave providers outside clear standards. Yet easing entry without quality checks would not protect children. The partners are therefore examining registration and practical care safeguards together.

What has not happened yet

The announcement describes work on options, not an enacted reform. No date for changing rules or new standards was announced. Future ministry documents will show whether access improves while safety and quality are maintained.
