Bank of Russia urges earlier help for borrowers facing difficulties

The regulator wants banks to engage before debt problems worsen and reduce reliance on unscrupulous intermediaries.

The regulator’s recommendation

On 5 November, the Bank of Russia recommended more active assistance for customers struggling to service loans. Its announcement also covers borrowers who still pay on time but whose finances are unstable. The aim is to address difficulties with the bank rather than through unscrupulous intermediaries.

Why earlier contact matters

A missed payment and a weakening ability to pay do not necessarily begin together. Starting discussions before a payment is missed leaves more time to examine the situation and the terms of a possible response.

The recommendation does not automatically cancel debts or give every customer identical concessions. Any revised schedule needs clear, agreed terms, including its duration and total cost.

Assessing intermediary promises

A promise to remove all obligations without examining the contract deserves scrutiny. The announcement’s point is stronger direct engagement between bank and customer. It describes a borrower-service approach, not a universal debt amnesty.
