That figure is the amount reported for proceedings, not a measure of proven losses suffered by homebuyers.
The authority also reported that 133 licences were suspended for six months and nine terminated. It issued 133 orders to remedy violations and said 12 structures were demolished. Problems included missing project documentation and failures to meet construction quality requirements. Of 1,311 public complaints received, 1,182 had been reviewed and 129 were still under review.
What buyers should check
Thirty-four residential complexes are being built in Oskemen. Anyone considering a new-build purchase should check whether the developer may legally raise money from buyers, examine permits and verify the company behind the project. Social media advertising is no substitute for those checks; inspectors say they monitor it for violations.
The authority says state inspectors have had to visit sites for acceptance since 1 July. The test of enforcement is whether defects are fixed before people move in, not simply how many fines are issued.
