Europe rehearses a crisis: what EU Integrated Resolve is testing
The EU began a hybrid-crisis coordination exercise on 19 October. These are simulations, not reports of a real emergency.
The European Union launched EU Integrated Resolve 2026 on 19 October. The exercise runs until 20 November. According to the European Commission, participants are testing responses to complex hybrid crises with scenarios inside and outside the EU. The scenarios are simulated; they do not signal a newly confirmed emergency.
Why rehearse? In a real crisis, agencies must exchange verified information, allocate resources and agree decisions across borders. A gap between organisations can delay help even when each has a plan of its own. Exercises expose such gaps before an emergency occurs.
The Commission links the programme to the EU’s preparedness strategy and cooperation with international partners. It has not published detailed scenarios or results yet. Success will be measurable in later reporting: how quickly participants identified problems, shared information and reached coordinated decisions. For residents, this is about the quality of future assistance, not an immediate threat warning.
