UN verifies at least 328 civilian deaths in Ukraine in September as winter risks grow

New UN figures show rising civilian casualties, while attacks on energy infrastructure threaten heat and electricity before winter.

The UN Human Rights Monitoring Mission in Ukraine published its September figures on 16 October: at least 328 civilians were killed and 2,105 injured. The combined casualty count was 85% above September 2025. Deaths and injuries were recorded in 22 regions and Kyiv.

Why the total may be incomplete

The UN counts verified cases only. Independent access to Russian-occupied territory is limited, so the actual toll could be higher. In Kyiv, civilian casualties were recorded on 22 of the month’s 30 days. Long-range missiles and drones were the leading cause of civilian harm in September, according to the mission.

Attacks on electricity and heating pose a particular danger before winter. The mission documents damage to energy facilities and temporary outages affecting hundreds of thousands of residents. Its figures are a record of verified harm, not a forecast for the next month.
