EU sets out new Arctic strategy on security, climate and connectivity

The plan brings together security, climate, economic opportunity and the needs of Arctic communities.

The European Commission and the EU High Representative presented a new Arctic strategy on 20 October. Its four priorities are security and resilience, climate action, prosperity, and opportunities for people and communities. The framework calls for cooperation with Arctic partners and attention to local and Indigenous communities.

The Commission sees opportunities in renewable energy, critical raw materials, transport, digital connectivity and maritime industries. Proposals include linking ports, railways and energy terminals to trade networks, the Pan-Arctic Cable between Greenland and Europe, and IRIS² satellite connectivity for the region.

Publication of a strategy does not mean each infrastructure proposal is funded or built. Delivery will depend on partner agreements, financing and environmental review. For Arctic residents, participation in decisions and the balance between jobs, security and nature protection remain key questions.
