Kazakhstan outlines plans for a unified digital library with AI

A 5 November announcement describes shared catalogues and a possible common reader card, rather than a completed service launch.

What has been proposed?

A GOV.KZ announcement published on 5 November describes plans to combine state libraries’ electronic catalogues. A common “Zerdeli ult” reader card and AI for cataloguing, search and recommendations are under consideration. The announcement gives no launch date.

A catalogue is not a digital copy

A shared search service can help locate an edition. A catalogue entry does not, however, establish a right to download its full text. Access to a physical copy, lending and use of an electronic edition require their own rules.

Combining collections also means matching descriptions correctly: one work may have several editions, translations and formats. Incorrect links between them can undermine search even in a large database.

What readers should look for

Useful measures will include understandable search, accessible interfaces and clear borrowing conditions. AI recommendations should make their catalogue evidence understandable. For now, this is a proposed direction; the announcement does not confirm that all the functions are operational.
