Will AI decide for workers? Astana signs declaration on algorithmic management

Government, employers and unions agreed principles for AI at work. Decisions affecting people’s rights should still involve a person; the labour ministry also disclosed usage figures for existing services.

At an international forum on digital work in Astana, government, employer and union representatives signed a tripartite declaration on algorithmic oversight and business responsibility. The labour ministry says decisions affecting workers’ rights and interests must involve a human. Signing the declaration establishes shared principles; it does not by itself create a new law.

What is already in use

According to the ministry, Enbek’s AI assistant Aidana has handled more than 61,000 conversations, with 77% resolved without an operator. In a two-month pilot in Mangystau and Pavlodar regions, about 60,000 personalised job suggestions were sent; more than 3,000 people found work following system recommendations.

A labour-risk map covers 99,500 enterprises using 23 indicators. The ministry identifies roughly 2,400 organisations as having elevated risk of violations or disputes. That is a prompt for further examination, not proof that each company has broken the law.

For workers, the practical tests are whether they can challenge an erroneous algorithmic finding, understand the criteria and reach an accountable human decision-maker.
