
Kazakhstan orders three-year road quality plans: who pays for defects?
Local authorities have been told to prepare three-year plans for improving local roads. The practical questions for drivers are how repairs will be accepted and who pays when defects appear during the contractor’s warranty period.
At a 5 October meeting, Deputy Prime Minister Nurlybek Nalibayev instructed regional and major-city authorities to prepare three-year local-road quality plans within a week. That is a deadline for plans, not for repairing every damaged road.
Contractor liability
The government says contractors must remedy defects found under warranty at their own expense. Acceptance of completed works should depend on quality criteria. This is where the gap between kilometres reported as repaired and roads that survive several seasons becomes visible.
How to judge progress
Public lists of road sections, laboratory results, warranty periods and repeated repairs would allow residents to assess outcomes. Without those details, a three-year plan remains an internal document rather than a tool for public oversight.
