Germany Announces More Than €1.3bn for Ukraine: What the Figures Mean

Ukraine says Germany has announced a new defence and energy support package after the Zelenskyy–Merz meeting in Kyiv. Fifteen separate business documents worth €8.5bn were also announced. We explain why neither figure should be treated as money already delivered.

Ukraine’s President Volodymyr Zelenskyy met German Chancellor Friedrich Merz in Kyiv on 4 October. According to the Ukrainian president’s office, Merz announced a new comprehensive support package worth more than €1.3 billion. They discussed defence and additional funding for energy infrastructure ahead of winter.

What about the other €8.5 billion?

Later, Zelenskyy said 15 documents had been signed with German companies and agreements reached worth €8.5 billion. The areas include production and purchasing, including drone-related work. That is a different category: signed documents and agreements are not cash already paid and cannot simply be added to the aid package as completed disbursements.

The urgent question for Ukraine is when deliveries and energy projects will have an effect, especially as Russian strikes continue and winter approaches. The announced values alone do not reveal how much equipment has been delivered.

Further statements on the package’s composition, timelines and implementation will matter. For now, the announcements and signed documents are confirmed; completion of every project is not.
