Kazakhstan meets 80.6% of support needs, but prosthetic care lags

By 1 October, 462,280 of 574,097 recorded support measures for people with disabilities had been fulfilled. The rates were 66.1% for prosthetic and orthopaedic care and 68.2% for health-resort treatment.

Kazakhstan’s labour and social protection ministry published a snapshot for 1 October: 462,280 of 574,097 recorded needs for rehabilitation aids and social services had been met, or 80.6%. These are measures, not distinct people. One person may require several forms of support.

Where the gaps are largest

Prosthetic and orthopaedic care met 57,928 of 87,726 recorded needs, or 66.1%. Health-resort treatment met 103,299 of 151,622, or 68.2%. By comparison, personal-assistant services reached 97.4%, and sign-language specialist services 96.6%.

The gap in absolute terms is 29,798 prosthetic and orthopaedic measures and 48,323 health-resort measures. These figures show where demand remains unmet; they do not establish why. Waiting lists, procurement and regional data would be needed to explain the causes.

Against 1 October 2025, the overall completion rate rose from 80.3% to 80.6%, while the number of fulfilled measures increased by 27,785. The improvement is real, but sizeable gaps remain in some services.
