Kyzylorda’s preschool plan is less than halfway complete: what the figures mean

The region reports 1,318 new places against a 2026 target of 2,675, with access varying by age group.

Kyzylorda Region’s education department published its nine-month preschool update on 14 October. Its 651 preschool organisations serve 49,240 children. The 2026 plan calls for 2,675 new places; 1,318 had been opened when the report was compiled, or 49.3% of the target.

Read the coverage figures carefully

The report gives 2025 coverage of 93% for children aged two to six and 100% for those aged three to six. The 2026 goal for the two-to-six group is 98%. These are different age bands and reporting periods, so they cannot be combined to claim that the new goal has already been reached. For parents, local availability and the quality of care matter as much as a regional average.

What comes next

The authorities plan another 14 preschool organisations with 2,740 places by 2027. Those places are planned, not yet delivered. The next update should show actual year-end openings and waiting lists by district.
